Resolution No. 2023-01, approved January 3, 2023 by the City Council, places the following question on the April 4, 2023 Consolidated Election ballot:

WHERE CAN I LEARN MORE ABOUT HOME RULE?

The City will host a "Town Hall" format information session for interested voters Thursday, February 16, 2023 starting at 6:00pm.  This will be held at The View, 11 South Professional Building, 5th floor.

LIMITS ON HOME RULE POWERS

As the saying goes, "With great power comes great responsibility." Columbia's elected officials voluntarily placed limits on their home rule powers in an effort to earn the community's trust, adopting Ordinance 3635 on February 6, 2023. If the City gains home rule status, the ordinance automatically provides the following checks to home rule authority:
     - Property Tax Levy Limitation
     - Debt Accrual Limitation
     - Multi-Family Housing Control Limits
     - Supermajority Vote Requirement to Override the Limits
