Old Town Renovation Project/Cherry Street

 

1/29

Cherry Street has been opened to thru traffic as of January 29, 2010.  It has not been determined when construction work will once again start on the project.  The contractor for the project Veile Construction Inc. appears to be in financial difficulties and it is not known at this time if Veile Construction Inc. will be able to complete the construction work on the contract.  As more information becomes available on the status of the construction on the project it will be posted.

 

1/7

Due to inclement weather construction work has been suspended.  If warmer and drier weather returns concrete work around inlets, the construction of the retaining wall along the Immaculate Conception Cemetery and cracksealing of joints will be performed.  Completion of this work will allow Cherry Street to be formally opened to traffic.

Completed Cherry and Bluffside intersection.  Poured concrete around inlets and manholes between Breidecker and Bluffside.

Poured north lane of Cherry between Breidecker and Bluffside.

The south lane of Cherry Street between Reibeling and Bluffside has been poured.

Bluffside and Tower Hill traffic continues to detour through Pioneer Ridge.

 

10/21

The south lane of Cherry Street between Bluffside and Longview will be poured today. Next will be the excavation of Cherry Street between Riebeling and Breidecker.

Work continues on the intersection of Cherry and Riebeling. Work will continue on the intersection of Cherry and Bluffside.

 

The south lane of Cherry between Bluffside and Longview will be poured in the near future. When this occurs Tower Hill traffic will be routed to the north lane of Cherry Street.

 

10/8

The north lane of Cherry Street between Bluffside and Longview was poured.

 

10/2

Cherry Street between Bluffside and Longview will be paved within the next week. The north lane will be poured first. The south lane will be poured in two phases, first from half way through the intersection of Tower Hill and Cherry eastbound to Longview, then from the other half of the Tower Hill intersection westbound to Bluffside, this will enable Tower Hill residents access throughout the construction.

The intersection of Cherry Street and Riebeling is currently being constructed as well.

 

9/25

Storm sewer work continues on the upper section of Cherry Street.  In the coming week the intersection at Reibeling and Cherry street will be closed for construction. Bluffside Road will route to Cheery Street to Breidecker Street to Centerville Road. Pioneer Ridge residents will travel Beidecker Street to Centerville Road. Tower Hill residents will follow Breidecker Street to Centerville Road.

 

9/14

Earth excavation has begun on the section of Cherry Street between Bluffside Road and Longview Drive. Once the excavation is complete the rock base will be placed. 

 

All the pavement is poured on Cherry Street between Reibeling and Liberty.  Work will continue on the sidewalk.

 

9/4

Work on Cherry Street between Bluffside Road and Longview Drive has been postponed till after Labor Day, due to watermain work need at the Bluffside Water Tank.

 

Also, beginning at 12:00pm on Tuesday September 8, 2009, Breidecker Street will be open to traffic between Centerville Road and Eastwood Drive.
 

8/31

Cherry Street between Liberty and Reibling has been poured. The north half of Ferkel Street intersection will be poured this week.  Work will begin on Cherry Street from Bluffside Road to Longview Drive.

 

Traffic for Pioneer Ridge residents will be routed on Eastwood Drive to Breidecker Street to Cherry Street. 

 

Bluffside Road traffic will continue as normal.

 

Tower Hill traffic will be routed to Cherry Street to Longview Drive to Eastwood Drive to Breidecker Street to Cherry Street.  At some point in time during the excavation of Cherry Street, Tower Hill residents will not have any access to Cherry Street for approximately 2 hours. The contractor has been instructed to give 24 hours notice to residents of Tower Hill as to when this closure will happen.
 

8/24

The north side of Cherry St between Ferkel and Reibling has been poured. Work will continue on drainage and intersection tie-ins. Weather permitting, the rest of Cherry St. from Ferkel to Liberty will be poured this week.
 

8/17

Work continues on Cherry St. Drainage and intersection tie-ins. Work on existing storm sewer structures was need to match proposed grade.

Work on Cherry St. driveways and sidewalks continues.

The south half of Cherry St. from Liberty to Reibling has been poured. Work will continue on intersection tie-ins.
 

7/27

Driveways and sidewalks on Ferkel Street are on schedule.  Paving of Cherry Street is expected to begin this week.
 

7/20

Paving may begin this week on Cherry St. between Liberty and Riebeling.  Sidewalk and driveways of Ferkel St. should be complete by the end of the month.

 

7/13

Removal of Cherry St. from Liberty to Riebeling will begin this week.  Work continues on driveways and sidewalk along Ferkel St.

 

7/6

Ferkel St. pavement is poured.  Work will begin on intersections at Metter, Schneider and Mueller as well as the driveways on the east side of Ferkel this week.

 

6/29

The remaining section of Ferkel St. will be poured this week.

 

6/15 

Veile has begun pouring driveways on the west side of Ferkel St.  Weather permitting on Monday 6/22, the east half of the roadway will be poured.  The complete east half will be poured from Centerville Ave. to the 300 block of Ferkel.  Only the curb will be poured from the 300 block of Cherry St.  This is due to lack of clear space for the paving machine in the 100 and 200 blocks.  Ferkel St. will be closed from the 300 block to Centerville Ave. the weekend of 6/18 thru 6/22.
 

6/8

Ferkel St. was paved on Friday, June 5, 2009.  Residents on the west side will not be able to park in their driveways for a week.  Parking is allowed on Cherry St.  On Ferkel St. paving will resume the week of June 15, 2009.  This week the contractor has been completing the west half by pouring the drainage inlets.
 

6/1

Ferkel St. residents, the west half of Ferkel St. will be paved this week.  Residents on the west side will not be able to access their driveways for a week.  The east side of the street will be open to traffic and should not be blocked by parked vehicles.
 

5/25

The subbase of Ferkel St. required extra excavation and fill to remove pockets of expansive clay soil.  Work on these areas will continue this week.  Paving will be performed next week.  Storm sewer work continues on Cherry St.
 

5/18

The storm sewers on Ferkel St. are complete.  Storm sewer construction has begun on Cherry St.  Please be advised of the detour routes.  Ferkel  St. residents may not have access to their driveways during the next few weeks while the street is being poured.  The procedure is to pour one lane at a time.  Each lane will need a 7 day cure, before opening to traffic.  We are currently working on an access procedure for the residents.  The possibility of designated parking areas is eminent.  If anyone has any special concerns that need to be addressed, please contact Chris Volkman at (618) 281-4264 ext. 304.  Thank you in advance for your cooperation.

Storm sewer work along Ferkel St. has begun.  The storm sewer along the drainage ditch has been put on hold so that work can begin on Ferkel St. in preparation for roadway replacement.
 

4/13

Construction on the detention basin between Liberty St. and Ferkel St. and installation of the storm sewer pipe leading to the detention basin has resumed.
 

4/6

Storm sewer work on the existing ditch running rom the detention basin to Riebeling St. has begun.  This will replace the ditch with underground storm sewer.
 

3/30

Construction is complete to install a 60" concrete pipe across Cherry St.  Cherry St. is open, please drive slow.

Milton Street - South Rapp Avenue West to Dead End

 

·

One easement remains to be obtained in the area between Rapp and Olympia.  Revised easement has been submitted to property owner for their review.

·

If the remaining easement is obtained between Rapp and Olympia work can begin on the storm sewer system along this section of Milton Street.  The storm sewer is to be constructed with City personnel.

·

Plans are being revised in the area from Olympia to the dead end to alleviate property owners concerns with storm water runoff.  Once the revisions to the plans have been made they will be provided to the property owners.  If concerns have been addressed to the property owners’ satisfaction it has been indicated the necessary easements will be signed.

Main Street Streetscape Project

 

·

Submitted Project Design Report to IDOT in May 2008.

·

Applied for additional funding through Illinois Transportation Enhancement Program in May 2008.

·

Received review comments from IDOT on Project Design Report in August 2008.

·

Responded to review comments in September 2008.

·

Received approval of the Project Design Report from IDOT in December 2008.

·

Awaiting information on awarding of additional funding before committing to begin construction work.  With current limited funding it was not desired to begin construction just to complete one block of the project.

·

Outreach is being done with various groups and businesses to convey the scope and design of the project.

Temple Street Sidewalk

 

·

Due to other work being undertaken the temporary easements necessary to construct the project have yet to be acquired.

 

·

Once the temporary easements are acquired City forces can construct the sidewalk.

Kunz Street - Main Street to Legion Street

·

Project funded through TIP program with East West Gateway and IDOT.

 

·

Preliminary plans and contract documents have been completed.

 

·

Project Design Report has been approved by IDOT.

 

·

IDOT has authorized acquisition of the necessary easements fo the project.

 

·

In the near future representatives from Oates and Associates will be contacting property owners concerning easements.

South Main Street/IL Route 3 Intersection Improvements

·

Project funded with Congestion Mitigation and Air Quality funding through East West Gateway and IDOT.

 

·

Preliminary design has been completed.  Project design report is being prepared and completed.

 

·

No easements or right-of-way is necessary for this project.

Palmer Road - DD Road to East Ramps of IL Route

·

Project funded with American Relief and Recovery Act funding.

 

·

Improvements will include grinding of existing asphalt surfaces, repair of failed and deteriorated areas, widening of shoulders and asphalt resurfacing.

 

·

Project design report has been submitted and approved by IDOT.

 

·

Plans and contract documents have been submitted and approved by IDOT.

 

·

Project is scheduled for letting on January 15, 2010.

 

·

Construction will begin and take place once construction weather occurs in late winter into early spring.

Future Projects Funded through Transportation Improvement Programs

 

·

The City was successful with an applicatio for funding through the TIP program with East West Gateway and IDOT for the improvement of Cherry Street from South Main to Liberty Street.  The project is slated for funding in the 2012 fiscal year and will tie into the Old Town Cherry Street improvement.

·

The City was successful with an application for funding through the TIP program with East West Gateway to grind and resurface Main Street from Whiteside to approximately Clara.  The project is slated for funding in the 2014 fiscal year and will tie into the proposed Main Street Streetscape improvement

·

The City was successful with an application for funding through the Congestion Mitigation and Air Quality program to construct a through lane on Palmer Road from the right turn off Old Illinois Route 3 to the ramp to northbound Illinois Route 3.  The project will also include the reconfiguration of the intersection of Old Route 3, Ghent Road and Palmer Road and the grinding and resurfacing of Palmer Road from Old Illinois Route 3 to the east ramps of Illinois Route 3.  The project is slated for funding in the 2013 fiscal year and will tie into the proposed Palmer Road grind and resurfacing project.
