Residential Property Maintenance Code – Ordinance No. 2381
Inspections of Single Family and Multi-Family Dwellings
In an effort to promote and protect the public health, safety and welfare of the residents of the City of Columbia, Ordinance No. 2381 was adopted on July 18, 2005. This ordinance will require inspections of single family and multi-family dwellings proposed for occupancy or change of occupancy located in the City of Columbia beginning June 1, 2006.

All dwellings, when a change of occupancy or ownership occurs, must be inspected to ensure they are in compliance with the City of Columbia’s codes.
  • It will be the property owner’s responsibility to contact City Hall to schedule and pay for the inspection.
  • Once the inspection has been approved a Certificate of Compliance will be issued, and the property will be available for occupancy.
  • It will be the new owner’s/occupant’s responsibility to obtain an Occupancy Permit from City Hall.
Inspection fees are included in the Building Permit fee for newly constructed dwellings. Inspections must be scheduled with the Building Permit Office at appropriate times throughout the building process. The Occupancy Permit fee is also included in the Building Permit fee, if occupancy immediately follows issuance of Certificate of Compliance approval.

Property owners, who have previously received a Certificate of Compliance, wishing to sell a dwelling under five (5) years old, will not need an inspection. However, it will still be the new owner’s/occupant’s responsibility to obtain an Occupancy Permit from City Hall.

Current fees approved by City Council are as follows:
  • Inspection fee - $83.50 (includes one re-inspection, if necessary)
  • Over one re-inspection - $83.50 each
  • Occupancy Permit fee - $27.50
