The City of Columbia invites your business to grow with us, whether you are an entrepreneur pursuing a great idea, an emerging firm just beginning to grow, a more established business already located here and considering expansion, or a company from outside our community looking to move or establish a branch location here.

We subscribe to the Code of Ethics established by the International Economic Development Council (IEDC), and we prepare and publish an annual Community & Economic Development Strategy that guides our efforts.

Director of Community Development


Emily Fultz works with the City Council, municipal staff, local citizens and business owners and managers to help direct Columbia's future growth. A balanced approach to growth will help assure economic vitality and a positive quality of life.
 
Emily's specific duties include:
  • Business retention, expansion and recruitment;
  • Community information and promotion;
  • Grant application and management;
  • Incentive financing;
  • Main Street redevelopment;
  • Tourism development

Community Relations and Tourism Coordinator


Sue Spargo is responsible for coordinating, organizing, and promoting special events, serving as staff liaison to community organizations, coordinating tourism activities on behalf of the City and providing administrative support to the Director of Community Development on special projects.
